Iberia had one city per 11.800 km². 416.000 / 11.800 = 35 cities. Iberia has a population density of about 100/km² whereas Western Balkan DLC area has about 80/km². The amount of border controls and secondary roads make city distances feel longer however, so that might give them the ability to put in more cities than Iberia has per km².
