Not sure as to how it applies in co-op, however the enemies scale with you as you level up. It might just be scaling for the host, and nerfing co-op partners that are above that hosts level. I just fear that with basic difficulty, the game will become trivial when played in coop, or to not have enough zombies for each of us and have fun.
